ENABLING ATROCITIES: MOROCCO WELCOMES OMAR AL-BASHIR

The Bashir Watch Coalition, a group of human rights organizations dedicated to accountability in Sudan, calls on the Government of Morocco to arrest Sudanese President Omar Al-Bashir, who is currently in Morocco to attend the inauguration ceremony of President Museveni. Bashir is wanted by the International Criminal Court (ICC) on charges of war crimes, crimes against humanity, and genocide in Darfur.

The tragedy in Darfur was referred to the International Criminal Court by the UN Security Council (UNSC) through UNSC Resolution 1593 (2005), which urges all members of the United Nations to fully cooperate with the Court. Although Morocco is not a State Party to the Rome Statute, non-member states are encouraged to bring international fugitives to justice. As a member of the UN, Morocco falls within this exhortation and should act to bring Bashir to justice.

Hundreds of thousands of people have died in Darfur since 2003 and millions have been displaced. In the first few weeks of 2016 alone, over 100,000 people have been newly displaced by an escalation of violence by the Sudanese government, which include large-scale attacks on civilians. President al-Bashir has not only enjoyed impunity for the alleged crimes identified by the ICC, but also for new and continuing crimes committed in Darfur and throughout Sudan.

Bashir has not only enjoyed impunity for the crimes identified by the ICC but also for new and continuing crimes in Darfur and throughout Sudan. According to the Nuba Reports, in South Kordofan and Blue Nile states alone, nearly 4,000 bombs have been dropped on civilian areas. Bashir has continuously blocked humanitarian aid from reaching those in need, and many people are at risk of starvation.

The Bashir Watch Coalition urges the Government of Morocco to respect both the rule of law and their legal obligations to arrest and surrender Bashir to ICC custody to fairly face the charges against him.

The Case Against Bashir

Sudanese President Omar al-Bashir is the only sitting president with an outstanding arrest warrant from the International Criminal Court.

He stands accused of being the mastermind of the genocide in Darfur where Sudanese forces and government-sponsored militias carried out a campaign of attacks against innocent civilians.

On March 4, 2009 the ICC issued an arrest warrant against Bashir for 7 counts of crimes against humanity and war crimes. On July 12, 2010 the ICC issued an additional warrant adding 3 counts of genocide for the ethnic cleansing of the Fur, Masalit, and Zaghawa tribes.

Undeterred by his arrest warrants, Bashir continues his reign of impunity—attacking innocent civilians in Darfur and other states in Sudan and travelling freely to other countries.
