The Egyptian government invited Bashir to visit for bilateral meetings October 17-18, despite outstanding warrants for his arrest on charges of genocide, war crimes, and crimes against humanity by the International Criminal Court (ICC).
In a letter to Egyptian President Abdel Fattah el-Sisi the coalition wrote:
“Welcoming President al-Bashir will only serve to embolden a leader of a regime that continues to bomb civilian areas and cut off humanitarian aid to those in dire need. If Bashir enters Egypt, this Coalition calls on the Egyptian authorities to arrest and transfer him to the ICC to face the charges against him in a fair trial.”
Coalition Member United to End Genocide’s President Tom Andrews issued the following statement:
“Bashir is wanted for genocide, war crimes, and crimes against humanity and continues to oversee atrocities in Darfur and other parts of Sudan. Instead of welcoming Bashir with open arms the Egyptian government should be handcuffing him and giving him a direct ticket to the Hague to face justice.”
“President Obama considers el-Sisi an ally and Egypt is one of the largest recipients of U.S. foreign aid in the world. If stopping genocide matters to the United States, the Obama administration must at least be willing to ask our allies to hold those who commit genocide accountable.”
Monica Feltz, Esq., Executive Director of the International Justice Project (IJP), a Coalition member, further commented:
“Especially as we approach the 13th Session of the ICC Assembly of State Parties in December, it is imperative that civil society and governments alike take measures to address the severe obstacles that continue to thwart a realization of the Court’s mandate to end impunity for perpetrators of the most serious crimes of concern to the international community.” Feltz continued, “Our Darfurian clients and friends who continue to suffer under al-Bashir’s reign of impunity deserve justice.”

Sudanese President Omar al-Bashir is the only sitting president with an outstanding arrest warrant from the International Criminal Court.
He stands accused of being the mastermind of the genocide in Darfur where Sudanese forces and government-sponsored militias carried out a campaign of attacks against innocent civilians.
On March 4, 2009 the ICC issued an arrest warrant against Bashir for 7 counts of crimes against humanity and war crimes. On July 12, 2010 the ICC issued an additional warrant adding 3 counts of genocide for the ethnic cleansing of the Fur, Masalit, and Zaghawa tribes.
Undeterred by his arrest warrants, Bashir continues his reign of impunity—attacking innocent civilians in Darfur and other states in Sudan and travelling freely to other countries.
